Description of Position
Position Overview

The One-Stop Operator (OSO) is a part-time coordination and facilitation role that supports collaboration among Workforce Innovation and Opportunity Act (WIOA) partner programs supporting the ARIZONA@WORK One-Stop system.

This position focuses on communication, coordination, and system support rather than day-to-day Job Center management. The OSO serves as a neutral convener and support resource for partners and the Workforce Development Board to help ensure effective, integrated service delivery.

Key Responsibilities

  • Facilitate coordination and communication among WIOA core partners
  • Support integrated service delivery across the One-Stop system
  • Assist with organizing partner meetings and documenting outcomes
  • Support One-Stop certification activities and required documentation
  • Prepare summaries, updates, and reports for Workforce Development Board committees
  • Serve as a point of contact for system-level coordination and collaboration
  • Collects, maintains, and summarizes partner-provided data for reporting to the bi-monthly Workforce Development Board (WDB) and for other system-level reporting needs.

Work Schedule

This is a regular part-time position (20-25 hours per week). Some flexibility is available based on meeting schedules and coordination needs. Regular in-person attendance is required.

Why This Role Is Part-Time

The scope of this position reflects the current operational needs of the One-Stop system, which do not require a full-time role. Responsibilities are intentionally focused on coordination and facilitation rather than operational management or staff supervision.

  • Policy authority and oversight remain with the Workforce Development Board
Minimum Expectations & Requirements
  • High school diploma or GED required
  • Associate's degree in a related field or equivalent professional experience preferred
  • A college degree is valued but not required; relevant experience and strong coordination skills are equally important.
  • Experience in workforce development, education, public service, or a related field
  • Strong communication, organization, and facilitation skills
  • Ability to work collaboratively with multiple partners and stakeholders
  • Willingness and ability to learn complex systems, programs, and processes
Preferred Skills & Abilities
  • Familiarity with WIOA or other grant-funded programs
  • Experience supporting boards, committees, or partner groups
  • Experience assisting with coordination, documentation, or reporting activities
Training and orientation to local WIOA processes will be provided.

Physical Demands

The employee must be able to communicate effectively, sit for extended periods, occasionally stand or walk, and lift or move up to 25 pounds. Regular travel is required to Prescott, Prescott Valley, and Verde Valley locations.

  • Personal Leave: Use of up to three personal leave days per year which are charged against accumulated sick leave to take care of items of personal business

  • Breaking Bread: 32 meal swipes for use at the Prescott Campus Eatery. All Other Campuses and Sites receive a $140 credit each semester (fall and spring) to be used at the Open Market on campus/center
  • Spanish Interpreter Incentive Program: Employees interested in additional compensation for their Spanish speaking skills agree to assist YC by attending two recruiting events and being available for Spanish Interpretation needs as they arise. Compensation is added to the employee's regular pay at the rate of $175 per month. Employees that are interested in participating let your HR Business Partner know, so they can schedule you for the ACTFL language proficiency test at the YC testing center.
  • Direct Deposit: Paychecks deposited directly into the employee's bank account(s)
  • Tuition Waiver: Eligible Full-time Faculty and Staff, their legally married spouse, and eligible dependents may enroll in a partial or full program of coursework without payment of tuition, exceptions may be lab fees and market-based additional fees
  • Sabbatical: Faculty, professional, and administrative staff may apply for compensated leave of up to a year after six years of continuous service
