Health & Safety Manager

Description:

Drake Cement, LLC, is seeking a proactive and experienced Health and Safety Manager to oversee all aspects of the Health and Safety Management System at our Plant and Quarry operations. This role is critical in developing a culture of safety, regulatory compliance, and continuous improvement. The ideal candidate will be a strong communicator and leader who can influence behavior, engage with regulators, and drive a zero-incident mentality.

Responsibilities:
  1. Manage and enforce the UNACEM North America (UNA) Health & Safety Management System at the Plant and Quarry level.
  2. Promote and implement the Vida Primero safety philosophy, encouraging proactive safety practices such as Good Catch reporting, near-miss identification, and incentive/recognition programs.
  3. Develop and lead initiatives to strengthen a safety-first culture across all employees and contractors.
  4. Ensure compliance with all applicable safety regulations including MSHA, Cal OSHA, and Arizona State Mine Inspector (ASMI) requirements.
  5. Cultivate positive relationships with regulatory agencies through proactive communication and site visits.
  6. Complete all required regulatory reporting and documentation in a timely and accurate manner.
  7. Conduct contractor safety meetings to align project contractors with corporate Health & Safety standards.
  8. Enforce site-specific safety requirements for all contractors and vendors working at the Plant.
  9. Lead incident investigations, determine root causes, and develop corrective actions.
  10. Analyze safety risks and hazardous conditions to implement effective mitigation strategies.
  11. Oversee plant emergency response plans, security systems (gates, fences, cameras), and the coordination of emergency drills.
  12. Ensure preparedness and responsiveness in emergency scenarios.
  13. Develop, deliver, and track safety training programs including MSHA Part 46.
  14. Oversee safety orientation for new hires and ongoing training for current employees.
  15. Provide site-specific training for visitors, vendors, and contractors.
  16. Partner with HR on safety investigations, training, injury tracking, and pre-employment requirements.
  17. Support the development and application of PPE benefit programs in coordination with HR.
  18. Utilize Isometrix H&S Database to track health and safety metrics and identify opportunities for improvement.
  19. Work with project teams to address audit findings and implement safety solutions.
  20. Facilitate regular safety committee meetings and communicate initiatives across the plant.
  21. Advise management on technical H&S aspects of new projects and facility upgrades to ensure permit compliance and safe design.
  22. Coordinate all non-plant health and safety activities occurring on plant property.
  23. Represent the company at PCA and other trade association safety meetings.
  24. Perform other duties as assigned.

Knowledge, Skills, and Abilities:
  1. High School Diploma or GED required.
  2. Bachelor's degree in Occupational Health & Safety, Environmental Science, or related technical field preferred.
  3. 3–5 years of experience in a health and safety role.
  4. At least 10 years of experience in a Health and Safety Role is required.
  5. Experience in a heavy industrial or manufacturing environment, preferably within a cement plant or similar setting.
  6. In-depth knowledge of MSHA, Cal OSHA, and other relevant safety regulations.
  7. Strong decision-making and analytical skills with the ability to make timely, effective recommendations.
  8. Excellent interpersonal skills with the ability to motivate teams, coordinate with site managers, and engage corporate leadership.
  9. Proficiency in data analysis and safety tracking systems (e.g., Isometrix).
  10. Travel required to attend industry-related safety conferences and association meetings.
