Position Summary:Oversees or performs a variety of skilled-level work to build, maintain, and repair City of Prescott buildings, facilities, grounds, equipment, vehicles, and technology at Prescott Regional Airport.
Essential Duties:- Safely oversee and implement the routine and emergency maintenance of the Airport in accordance with established policies, practices, and procedures, with minimum disruption of services.
- Performs airfield/roadway troubleshooting, maintenance and repair of airfield areas, roadways and parking lots (including pavement crack repair, sealing, and painting).
- Performs facilities troubleshooting, construction, maintenance, renovation, and repairs of: buildings and hangars, including structural repairs, lock changes, carpentry, concrete, masonry, and painting; water lines, drip irrigation, culverts, drain pipes, and hot water heaters; fences and retaining walls; and roofs.
- Performs mechanical troubleshooting, repair and maintenance of: HVAC, electrical, baggage handling systems, fire safety systems, plumbing, doors, gates, fencing, and access control security technology (card readers, cameras).
- Performs lighting and navigation aid troubleshooting, repair and maintenance of: high voltage airfield electrical systems and series circuits, and NAVAIDS, such as Precision Approach Path Indicators (PAPI) and Runway End Identifier Lights (REIL's), windsocks, etc.
- Performs grounds maintenance, including mowing, drainage maintenance and vegetation management; application of necessary pesticide or weed treatments; and operation of grounds equipment and material hauling.
- Performs vehicle Inspections, diagnoses, and repair of: small engine equipment, light vehicles, and heavy equipment; maintains equipment in good working order; and brazes and welds metals.
- Performs snow and ice removal, including operating equipment and acting as snow/ice removal team leader during weather events.
- Orders and stocks parts; maintains service records, parts inventory, and specifications for machinery and equipment; follows OSHA and City safety standards, including the use of personal protective equipment.
- Assists in the preparation of the annual Airport budget, long range planning, and CIP projects.
- Assists in the development, maintenance and implementation of plans, including: Airport Emergency Plan, Airport Security Plan, Snow Removal Plan, Storm Water Pollution Prevention Plan, Airport Certification Manual, etc.
- Ensures that staff is thoroughly trained in new or enhanced equipment operating procedures, and conducts employee training and certification programs for City-owned vehicles and equipment.
- Coordinates with management, engineers, contractors, and users during planning, construction, and improvements. Reviews project plans and specifications and monitors the work of contractors.
- Serves as on-call support for emergency response and irregular operations including logistical support and resources.
- Performs other duties as assigned.
Qualifications:Education and/or Experience:
High school diploma or equivalent; four (4) years full time, journey level experience in construction, building maintenance, building electrical power systems, water pumps and controls, calibration and installation of instrumentation and associated systems, or closely related work; or any equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities for this position.
Licensing, Certification, and Other Requirements:
- Possess a valid Class B Arizona Commercial Driver's License (CDL) with appropriate endorsements. Pass TSA-mandated 10-year security background investigation, pre-employment drug test, fingerprint background check, and driver record check. Possess Airport Certified Employee (ACE) - Airfield Lighting Maintenance certification (or obtain within two (2) years of employment). Obtain any required additional work-specific certifications such as state pesticide/herbicide applications.

Knowledge, Skill and Abilities:- Knowledge of federal, state, and City rules, regulations, policies, procedures, codes, and ordinances related to operations, security and maintenance of certificated airports.
- Knowledge of a variety of building and facility maintenance procedures and techniques.
- Knowledge of occupational hazards and safety precautions associated with facility maintenance and airport operations as well as related state, federal, and local rules, regulations, policies and procedures.
- Knowledge of a variety of skilled trades related to building construction, maintenance, repair, and renovation.
- Knowledge of machinery, equipment and tools necessary for maintaining public areas.
- Knowledge of diagnostics, repair, and basic preventive maintenance on assigned equipment.
- Skill in operating and working around moving equipment.
- Skill in working in carpentry, concrete, masonry, plumbing, HVAC, electrical, and painting at a journey level of ability
- Skill in using common hand and power tools.
- Skill in working on airfield and building electrical power systems, water pumps and controls, and fuel systems.
- Skill in calibrating and installing instrumentation and associated telemetry systems.
- Ability to follow oral and written instructions.
- Ability to follow safety practices and recognizing hazards.
- Ability to establish and maintain effective working relationships with tenants and coworkers.
- Ability to work independently with minimal supervision.
- Skill in responding to a variety of airfield problems or challenges, including assisting in aircraft emergencies and conducting disabled aircraft removal.
- Skill in establishing and maintaining effective diplomatic working relationships with fellow employees, interdepartmental colleagues, tenants, users, regulatory officials, and members of the public.
Physical Demands And Working Conditions:- Safely operate a city vehicle and variety of standard office equipment including a computer terminal, telephone, and radio.
- Serves in an "on-call" or "shift" capacity to include evenings, weekends and holidays. Subject to staffing needs to fill staff shortfalls, perform after-hours response (emergency and non-emergency) including after-hours, weekends, and holiday. Shifts (time of day, days off, etc.) may change over time.
- Effectively and safely perform required duties and to safely operate required equipment and City vehicle as needed.
- Must be able to lift 100 pounds occasionally with assistance, 50 pounds regularly without assistance, and push, pull, twist reach and bend.
- Clearly, concisely and effectively communicate in person and over the telephone, cellular phones and via aviation and VHF radios.
- Engage in work both indoors and outdoors, in a variety of meteorological conditions.
