SUMMARY

Management of all EWD fiscal operations.  The Fiscal Manager is responsible for management and supervision of accounting, reporting, and payroll systems, internal fiscal controls, budgeting, purchasing activities and property controls within policies approved by the Regional Council, either directly or through subordinate staff.  The Fiscal Manager may serve as a member of the administrative management team.  Performance is evaluated on the basis of results achieved. This is a program funding dependent position.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Supervises fiscal operations, including: accounting, reporting, payroll systems, petty cash, bank statements, invoicing, purchasing, and property controls.
  • Performs internal audits, ensures compliance with federal regulations and cost principles.
  • Serves as a liaison to NACOG’s Fiscal Department.
  • Advises program management and staff in preparation of contracts, modification to contracts and budgets.
  • Prepares and presents fiscal status briefing to Regional Council.
  • Schedules and prepares for annual financial reporting and compliance audits.
  • Prepares corrective action plans to audit findings.
  • Prepares and maintains manuals on fiscal procedures.
  • Develops and implements SOPs for new grants and contracts to ensure compliance with internal controls and accounting principles.
  • Manages EWD accounting system functions.
  • Manages division cash flow through analysis of bank records, disbursement and cash receipt reports, and accounts payable/receivable records.
  • Gathers statistical data and prepares written and oral reports and budgets.  Ensures accuracy and completeness.
  • Performs related work as required.

SUPERVISORY RESPONSIBILITIES

Supervises fiscal staff both directly and through subordinate supervisors in the Finance Department.  Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, recommending for hire, and training employees;  planning, assigning, and directing work;  appraising performance;  rewarding and disciplining employees;  addressing complaints and resolving problems.

QUALIFICATIONS  

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Education and/or Experience

Bachelor's degree (B. A.) from four-year college or university; and five to eight years related professional experience and/or training in governmental fund accounting and supervision; or equivalent combination of education and experience.

Required Knowledge, Skills, & Abilities

Comprehensive knowledge of Generally Accepted Accounting Principles (GAAP) and theory and practices;  knowledge of State and Federal regulations and related fiscal procedures;  knowledge of business law, uniform accounting systems, financial operations, and procedures and principles of business management;  knowledge of principles of supervision;  ability to maintain effective working relationships with people of varied social, cultural, and educational backgrounds.  Ability to read and interpret governmental regulations.  Skill in problem solving.  Ability to prepare and present financial status briefings/presentations to large groups.  Must possess direct experience with computerized accounting systems.  Must be bondable.

Other Skills and Abilities

Ability to read, analyze, and interpret general business periodicals, professional journals, and governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.  Ability to work with mathematical concepts such as probability and statistical inference.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.  Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
